I just Registered a New User using a spare email address I had laying around.

Then logged back in as Graeme and Activated it. Then logged back in as Graeme5Posts to have a play. Then logged back in as Graeme to approve the posts! 😀

The test user would need to be admin, so it can move/copy/sticky etc.
